 The European Commission?s 13th Progress Report on the Single Telecoms Market said that Denmark, Finland, the Netherlands, Sweden, the United Kingdom, Belgium, Luxembourg and France are ahead of the US.  Why do you think they are?  Take a look at the URL to the report for one possible reason.
